Sr. IT Strategic Analyst - Owings Mills, MD (#0023)
Our client, a large health insurance provider in the Mid-Atlantic region, is currently looking for a Sr. IT Strategic Analyst to work out of their Owings Mills, MD location.
PRINCIPAL ACCOUNTABILITIES:
Directs activities with senior IT management and IT colleagues to translate corporate/functional business and information objectives into IT financial/strategic/tactical business plans. Conduct research; consult with all levels of management and colleagues within and outside the IT organization to develop and present executive level presentations.
Collaborate with the finance department and various functional managers to ensure IT operational budgets are properly estimated and controlled.
Develop complex financial models; conduct complex financial analysis and develop reporting to senior IT management; provide overall financial recommendations; develop and implement controls and measurements to monitor progress against IT’s financial plan.
Collaborate with senior IT management, Finance Department and other IT management/colleagues to translate corporate/functional business and information objectives into an IT financial/strategic/tactical business plan. Acts as general contractor within the IT organization to consult and develop appropriate support for IT centric projects; integrate activities with business units, corporate departments, and IT departments to ensure the successful implementation and support of project efforts.
Collaborate with senior IT management, Finance Department and other IT management/colleagues to ensure IT operational budgets are properly estimated and controlled.
Develop complex financial models; conduct complex financial analysis and reporting to Senior IT management; provide overall financial recommendations; develop and implement controls and measurements to monitor progress against IT’s financial plan.
Consult within the IT organization to integrate activities with business units, corporate departments, and IT departments to ensure the successful implementation and support of project efforts.
Direct execution of multiple IT centric projects, leading special projects spanning across the IT Division, including, but not limited to:
o Development of IT annual plan in accordance with Corporate planning schedule
o Development of IT Strategic and tactical plan for Vendor management and IT Temp Services process
o Vendor management efforts pertaining to sourcing
o Subcontracting and vendor evaluation studies pertaining to the IT organization
o Develop efficient and effective solutions to implement new technologies and work processes
o Drive process reengineering efforts through cooperation and coordination within IT Applications, IT Business Ops and IT Operations.
Responsible for development of corporate IT standards and policies to ensure compatibility and integration throughout the company.
Responsible for IT contract terms & conditions including tracking Service Level Agreements (SLAs); Negotiating IT centric contracts; leading teams in IT RFP/RFQ processes.
Facilitate communication between all key IT groups and the customer community through creation of IT Metrics & Status reporting mechanisms (IT Dashboard; monthly reporting; quarterly reporting) and participation in meetings.
QUALIFICATION REQUIREMENTS:
**Prior Analysis and Strategic Planning experience is REQUIRED!!**
This position requires a BS or equivalent technical training and a minimum of 8-10 years experience of IT and business experience in strategic planning. This position requires familiarity in information security, configuration management, networking, databases, systems operations and applications and extensive knowledge of financial management. This position requires strong strategic and tactical planning and organizing skills. The incumbent must also possess strong problem analysis skills and be decisive as well as flexible. Excellent oral and written communication skills are essential. Ability to present and discuss technical and non-technical information in a way that establishes rapport, persuades others, and gains understanding. Possess strong management, business planning, and development skills. Demonstrates solid teamwork and an ability to communicate and persuade peers and management at all levels; and thrive in a cross-functional environment. Additionally, the incumbent must have the ability to identify priorities and achieve results with a sense of urgency.
Experience in project management and execution of multiple projects, with working knowledge of applications development lifecycle.
Demonstrated leadership experience, during which two or more of the following occurred:
o successfully developed and implemented new technologies and work processes
demonstrated high competency in project management and the execution of multiple or large projects
o demonstrated competency in strategic thinking and leadership with strong abilities in relationship management
o demonstrated leadership of multidiscipline, high-performance work teams/groups
o demonstrated competency in developing efficient and effective solutions to diverse and complex business problems
Preferred:
An MBA degree is preferred.
