Senior Program Planning and Control Administrator –
The Senior Program Planning and Control Administrators support the Missions and Director’s Offices in all aspects proposal management including:
Acts as proposal manager for multiple efforts
Coordinates acquisition of technical and cost input
Provides counsel and advice to proposers and is responsible for pricing of proposals
Responsible for reviewing and approving proposal pricing for all contracts
Oversees the production of final proposal products including physical production, graphics, electronic products and delivery of same
Interfaces with the Accounting, Procurement, and Contracts departments to provide subcontract proposals, pricing quotes, small business plans, and other documents required for proposal acceptance
Performs subcontract management functions including obtaining and analyzing fiscal plans, analyzing proposals, providing input into Statements of Work, sign off on invoices, evaluate compliance to plans, and maintain appropriate funding on each contract to cover costs
Participates in the overall resource and programmatic strategic planning
A Bachelor’s Degree in Business Administration, Accounting, Finance, or related field is required. Master’s degree is preferred.
A minimum of four to six years of experience in financial analysis or a cost estimating position is required. This may include years spent obtaining an advanced degree.
Prior program management and program analysis experience required. Experience administering programs for the government strongly desired.
In addition, candidate should possess the following skill sets:
• In-depth understanding of concepts, theories, principles and practices of general and contract accounting, budgeting, forecast, and financial analysis in a government contract environment.
Thorough knowledge of FAR and CAS principles that govern financial transactions under government contracts and the development of overhead rates.
Able to independently perform the tasks outlined and to organize, analyze, interpret, and evaluate programmatic, staffing and cost data.
Regularly initiates, plans and executes a wide variety of financial, administrative and technical duties requiring initiative, independent judgment and creative effort.
Must have excellent verbal communication skills and the ability to write clearly and succinctly.
Must possess the ability to establish and maintain effective working relationships and coordinate work with scientific, technical, and administrative staff.
Must be able to work in an evolving environment with short deadlines.
Understands roll of position and demonstrates, through planning and action, how the position supports the organization’s business objectives.
Able to adapt processes and procedures to accommodate changing business requirements.
Familiarity with general program management tools and advanced knowledge of software packages.
