Accounting Manager

Adecco is working with the Lawrence - Douglas County Health Department to identify qualified candidates for their Accounting Manager. The position requires responsibility for the day to day financial operations of the Health Department. The ideal candidate should be inquisitive and open to new ideas. Experience working with a collaborative team, and giving and taking feedback is essential to success in this position.

Financial and business management in this position requires the ideal candidate to perform the following:
Develop and maintain effective fiscal controls to assure fiscal responsibility (AP, AR, payroll and bookkeeping)
Maintain general ledger: journal entries, adjustments, reconciliation of bank statements, chart of accounts, and monthly reconciliation of subsidiary journals
Prepare and analyze monthly balance sheets, revenue and expenditures
Assure highest level of revenue is generated from current activities
Prepare and monitor financial reports for grants to ensure effective use of resources
Ensure coordination of accounting, billing, payroll and other data sources to support agency performance management goals to include evaluating and modifying programs to comply with changing organizational needs
Supervise work of Financial Specialist; cross-train with Financial Specialist and delegate work to assure efficient operations
Oversight of client and third-party payer issues
Monitor, identify and communicate to funding entities regarding issues and questions
Manage agency benefit administration
HIPAA Security Officer
Vendor liaison for computers, peripherals, telephones and equipment to ensure efficient use of resources, smooth operation and effectiveness
Provide leadership and supervision for assigned program staff to include:
Hire, train, guide, encourage, develop and coach staff
Create and hold staff accountable for performance objectives that align with the strategic plan and supports LDCHD's mission and values
? Provide leadership and mentor staff, extending to non-direct reports; lead others through example

Bachelor's degree in accounting, finance, business or public administration, required
Three years of experience in professional administrative, management or business operations that includes financial management, analysis, policy review and development, required; five years of experience preferred
Public sector experience, preferred
Working knowledge of general accounting principles, grants and contract management
Knowledge of trends in business management and optimizing technology solutions
Strong leadership skills to effectively plan, organize and supervise others
Must meet grant knowledge and skill requirements, as applicable software knowledge of programs utilized (e.g. Microsoft Suite products, Adobe products, video conferencing, Financial software, proprietary software and others- required)
Have and maintain a valid driver?s license
Vision abilities for close vision, color vision, peripheral vision and depth perception
