Assessment Process Specialist II

Adecco is now assisting our local client, located on the NW side of San Antonio to fulfill a contract position to assist in efforts of the business, and to meet goals and objectives with tight time constraints.

This position is a contract position
Pay rate- $34/hr.
We are looking for someone that has project management experience along with knowledge in MS Project and has their PMP, but this is not required. 

This person will be responsible for working with our PWC counterparts as well as our current program coordination teams to help develop schedules with internal hand offs. It is imperative that this person is highly experienced in MS Project as this will be utilized to publish project timelines internally. We would prefer this person to have their PMP license but it isnt required. We need someone who is self motivated and has strong verbal and written communications skills. Someone who is able to review processes and build schedules based on those processes. This person will be helping out on multiple projects, so someone who is organized and able to multitask as well. The Assessment Process Specialist II manages all non content aspects of Test Development and Production processes for an assigned program. The Assessment Process Specialist II manages the impact of schedules, processes, policies, tools and systems on test design and the development and delivery of assessment components for programs. The developed tests and related products are closely aligned to the current subject area standards and student learning objectives. This Assessment Process Specialist II functions at a high level of knowledge and skill in all phases of test development, including item development, test assembly, and scoring processes. The Assessment Process Specialist II works independently and as part of a team. Additionally, the incumbent regularly provides guidance and training to less experienced assessment process specialists.

BASIC FUNCTIONS & RESPONSIBILITIES Work with senior level staff to develop the annual scope of work, including the annual item development plan, innovative products and services, plan for forms construction and field test sets and subsequent change orders Develop and oversee the item and test development schedule for assigned program(s) Collaborate in the management of design and develop new assessments and innovative products and services; develop new blueprints and item types, working with project team and client Assist with the management of the master schedule and develop sub schedule, consulting all stakeholders Monitor progress against the work plan and escalate and resolve issues as appropriate Manage Outside Item Writer non content process for assigned program(s) developing items that are closely aligned to the current subject area standards Oversee Test Assembly/Pool Management process Play a major role in the implementation of major process changes such as IBIS Propose and implement process improvements and SOPs Ensure that all items, tests and scoring materials developed are fair and valid and in compliance with Standards for Quality and Fairness Oversee QMS (Quality Management System) documentation required for assigned program area Serve as primary AD point of contact for all non content related work. Oversee test development and production processes, may include working with vendors or outside experts in accessibility and content supports Provide support for response to special requests and rush projects from either client or SBU (Strategic Business Unit) product management Serve as liaison with professional services or operations staff Serve as program resource to clients and candidates, giving advice, interpreting program guidelines and attending meetings as requested and attending meetings as requested Hold or participate in regular internal meetings with project staff to communicate information and monitor schedules Flow information to the appropriate staff within appropriate time frames to resolve issues affecting all development areas Serve as a major contributor for the AD portion of RFP (Request for Proposal) responses Support development of AD portion of budgets Monitor actual against budget intake and take corrective action Adhere to ethical standards and comply with the laws and regulations applicable to your job function. EDUCATION Bachelors degree in relevant field of study or the equivalent combination of education and experience from which comparable knowledge and experience can be acquired is required. Masters degree in Education, Measurement or content field of specialty is preferred. EXPERIENCE 45 years of progressively responsible experience in process or project management, administration, operational or technical activities is required. Other Requirements: Strong verbal, written and interpersonal communication skills, and experience working with internal and external customers Welldeveloped organizational skills, strong technical skills and a willingness/adeptness with regards to learning new technology Experience in assessment development and uptodate knowledge of the industry, trends, and standard practices Facility with project management, work organization, and Microsoft Office tools Strong understanding of the requirements of each stage within the assessment development process. Understands the principles, conventions, terminology and tools for stages in the assessment development process Demonstrates the ability to adapt previous work experiences and gain knowledge from others and successfully provide recommendations or a course of action in new and ambiguous situations. Can adapt to changes to policies and processes and apply new learning in an expected or reasonable time frame.
