JOB PURPOSE: The Technical Compliance Reporting Analyst is responsible for executing Licensing Solutions’ comprehensive program to identify, analyze, and address the legal, financial, and regulatory requirements for varied businesses. The Technical Reporting Compliance Analyst ensures corporate and business unit compliance; complex request analysis and report creation for market conduct exams; compliance implementation projects; system requirements; business rules; advanced financial reporting; departmental budget creation and forecasting; company rating questionnaires; tax liability reporting; database maintenance; and system support. This role is heavily involved in analyzing functions and finding compliance gaps within the various Licensing units and implementing new processes to solve for them. This includes analyzing and implementing system changes, working with IT, NIPR, state departments, and vendors on updates, and overseeing all the licensing processes, minimizing the potential for regulatory and legal exposure underwriting companies.

PRIMARY JOB RESPONSIBILITIES
15% - Reporting
• Responsible for analyzing all assigned report requests sent to the Licensing Department. This requires a deep understanding of the client’s businesses and the Licensing system/databases.
• Creates, develops, and maintains advanced queries utilizing Crystal Reports for in-house as well as external use. Reports are utilized by clients and employees and cover the following functions/subjects: finance and budgeting/forecasts, license and appointment data, actuarial, market conducts, Schedule N/O, A.M. Best Company rating, and tax liability.
• Creates customized reports submitted to clients via FTP and those published to Infoview for client use.
• Responsible for uploading new and modified queries to the test, model, and production environments for use on Infoview.
• Reports will include a variety of features included pivot tables, crosstabs, advanced formulas, sub-reports, multiple parameters, and indexing.
• Manages and delegates reporting assignments to the Data and Audit Support team
• Trains and coaches the Data and Audit Support team on reporting functions.

20% - Quality Assurance
• Responsible for ensuring all functions contain a self-quality check.
• Responsible for ensuring all processes are documented and maintained current.
• Quality assures all functions.

10% - Regulatory Compliance
• Responsible for comprehensively analyzing, identifying, and addressing all Licensing-related legal/regulatory requirements.
• Assesses impact of proposed changes to internal regulatory processes.
• Interprets and disseminates important regulatory changes communicated to Licensing via the Government Relations department and bulletins sent by the state DOIs and vendors.
• Creates and maintains charts, automates spreadsheets, and updates schedules of all documented deadlines to ensure compliance deadlines are met.

20% - System Support
• Analyzes, documents, troubleshoots, and resolves system and technical issues.
• Meets with IT and serves as a liaison for issues escalated out of Licensing.
• Responsible for resolving production issues impacting the licensing and electronic appointing processes.
• Communicates with vendors such as Vendor, Vertafore, and GIS and relates crucial system information in the handling of technical problems.
• Prepares test plans, conducts user system testing, creates new system requirements for system implementation, and performs system maintenance.
• Handles the migration of new or modified queries via change controls to Infoview.

5% - Audits
• Tasked with the creation and management of audits including client, financial, license, and appointment data.
• Gathers data from a wide variety of sources and through advanced techniques, standardizes the data and completes large automated comparisons.
• Documents results and assigns out discrepancies to be worked.
• Responsible for the creation, facilitation, and management of the Vendor Alerts process; a combination of license compliance monitoring, XML report creation, automated comparison, and discrepancy assignment.
• Completes periodic quality assurance measures to ensure all processes are adhered to and up-to-date.
• Undertakes the same for client sites and segments.

20% - Process Implementation & Project Management
• Seeks out potential compliance risks and implements processes to mitigate exposure.
• Analyzes risks, conceptualizes remedies, implements projects, creates processes to manage those projects, and institutes controls to ensure risks have been alleviated
• Reviews client business client data for discrepancies via reports.
• Responsible for the research, development, creation, documentation, quality assurance, and completion of processes.
• Undertakes the same for client sites and segments.

10% - Finance & Accounting
• Responsible for invoice payments, invoice reconciliations, voiding incorrect or duplicate system checks, depositing vendor checks, and re-classing department expenses when allocated incorrectly.
• Executes the departmental chargeback of expenses to the appropriate client business units and reconciles the inter-company charges (Schedule N).
• Creates reports and compiles the necessary data utilized in the billing back of services and fees to business segments.
• Creates the department’s fiscal budget and if necessary, the budget forecast while working directly with the Licensing VP/Director.

RESPONSIBILITY FOR WORK OF OTHERS
• Coaches and mentors the Data & Audit Support Analyst job family
• Acts as team lead for entire Data & Audit Support Analyst team

FINANCIAL RESPONSIBILITY
• Creates the annual Licensing budget (and forecast if necessary) totaling over $3,500,000 annually
• Responsible for all Licensing related invoices
• Figures exceed $5,000,000 annually
• Responsible for submission of payment to states and contracted vendors and reconciliation

QUALIFICATIONS/REQUIREMENTS
• Bachelor’s degree or equivalent work experience
• 4 years of enterprise-level reporting experience with suitable reporting platform
• 4 years of financial analysis or reporting experience
• 2 years of experience creating budgets totaling over $5,000,000
• 4 years IT system support experience including project planning and tracking, risk and issue identification, and testing methodologies
• 4 years of experience working with large databases
• 2 years of process conceptualization, development, and implementation
• 6 years of Microsoft Excel
• Excellent written and verbal communication skills
• Ability to lead and motivate team
• 3 years of project management experience
• 2 years of process implementation
• Experience learning new reporting tools.

PREFERRED EXPERIENCE, SKILLS, KNOWLEDGE
• Experience using SSRS
• Crystal reporting experience
• Technical expertise and high degree of analysis
• Ability to adapt to a wide variety of roles within the team
• Ability to become subject matter expert in wide array of systems and applications such as Licensing, Crystal Reports, Infoview, Benthic Golden, etc.
• Ability to process time sensitive data and information from multiple sources, make effective decisions, and communicate actions to a large audience
• Ability to analyze complex problems, propose effective solutions, and apply the business’ vision and direction
• Advanced knowledge of computer hardware and networking a plus
