Specific Duties:
1. Collaborate with business and technical stakeholders (e.g., business owners, process owners, domain experts) to identify specific business requirements
2. Analyzes business needs, documents requirements and translates needs into functional, non-functional and/or technical specifications.
3. Delivers requirements, performs analysis, and evaluates downstream business, systems, process, and/or organizational impacts.
4. Plans and assists with oversight of testing processes and activities including defect identification and resolution.
5. Support, contribute to and/or facilitate the identification/prioritization of business/process solutions
6. Analyzes charts and/or diagrams of the problem to be programmed and defines system requirements in terms of system capabilities.
7. Develops or assists in the development of work plans, time schedules, and project task items and schedules and assists with estimating resource needs for analysts, programmers, user personnel, consultants, equipment, and prepares routine project status reports.
8. Assists in the development of project cost and benefit estimates to establish project worth including the development of alternative considerations. This will result in recommendations for the installation of new systems or equipment, or to change existing systems and equipment.
9. Advises the appropriate people on the implications of existing IT systems that can be applied to a problem. Identifies risks and issues, and seeks approval on complex matters.
10. Checks, instructs, assigns work, and otherwise functionally directs technical staff in order to achieve desired end-results on complex problems.
11. Provides subject matter expert and operational support to internal business partners.
12. Performs all other related duties as assigned.


Must have qualifications/experience:
� Bachelor�s degree in computer science or related field required. (4 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a bachelor�s degree).
� Eight or more years� experience in developing requirements and performing system analysis.
� Five or more years� experience of major systems implementation experience.
� Proficient understanding of standards such as NCQA and CMS (i.e., Medicare) in managed care settings
� Ability to clearly communicate ideas and solutions.
� Ability to effectively work with both internal and external clients.


Shift Start/End Time: 9 am to 6pm


Gather and organize information on problems or procedures. Analyze data gathered and potential solutions Confer with personnel concerned to ensure successful functioning of newly implemented systems or procedures. Develop and implement records management program for filing, protection, and retrieval of records, and assure compliance with program. Review and confer with management and users about format, distribution, and purpose, and to identify problems and improvements. Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used. Document findings and prepare recommendations for implementation of new systems, procedures, or organizational changes. Design, evaluate, recommend, and approve changes
